A: Disability Determination Services (DDS) is a state agency that makes the decision for Social Security. It is law that the federal office, Social Security, cannot make the disability decision, rather a state agency makes the decision.  Social Security takes the application, determines the eligibility guidelines, calculates the benefit amount, but DDS is paid to run the office and make the decision.
